CISA Plan: AI for Stronger Security
Jen Easterly, director of LPCC, said in the announcement that artificial intelligence (AI) holds tremendous promise for improving our nation’s cybersecurity, but as the most powerful technology of our lifetimes, it also poses enormous risks. “Our AI Roadmap, focused on the nexus between AI, cyber defense and critical infrastructure, outlines an agency-wide plan to promote beneficial uses of AI to improve cybersecurity capabilities; ensure AI systems are protected against cyber threats; and deter the malicious use of AI capabilities to threaten the critical infrastructure Americans rely on every day,” Easterly said.

CISA aligns AI strategy with Biden executive order
CISA announcement comes after President Biden’s October 2023 announcement Executive Order on Artificial Intelligence, which aims to promote global AI security standards while protecting U.S. infrastructure, reducing weapons risks, combating intellectual property theft, and attracting skilled talent. CISA’s roadmap defines five strategic areas to guide its AI-enabled cybersecurity initiatives, outlining a responsible and actionable approach to the integration of AI technologies.

A Converging Focus on AI Security
Additionally, the CISA roadmap was announced on the same day that Open AI CEO Sam Altman said in an interview with the Financial Times that the company was officially working on the next generation of its generative AI model, GPT-5. In the interview, Altman said he currently has no idea what GPT-5 would be capable of. In a precautionary statement to the Financial Times that indirectly reiterated the need for a CISA roadmap, Altman said: “Until we form this model, it’s like a fun guessing game for us . We’re trying to improve, because I think it’s important. from a security perspective to predict capabilities.
CISA AI Roadmap Prioritizes Privacy and Ethics
The roadmap reveals that CISA will use AI-based tools to strengthen cyber defense and support its mission. By using AI, CISA believes it will ensure responsible management, ethical and safe use of AI which is legally consistent with the Constitution and all applicable laws and policies. Confidentiality is a central issue for CISA, and part of the goal is to ensure that the use of AI remains compliant with laws relating to federal procurement, privacy, civil rights, and civil liberties.
